Gabbard Orders Review Of Intel Alleging Ukraine Aid Diversion to Biden, Dems

According to officials who know about the situation, a newly declassified intelligence summary is making people wonder if U.S. taxpayer money meant for Ukraine was part of a larger plan to help Democratic political operations and then-President Joe Biden. According to a report this week, the allegation is now being looked into again at the request of Director of National Intelligence Tulsi Gabbard, who wanted to see the records in more detail.

Gabbard asked people at the U.S. Agency for International Development to look over contracts, payments, and internal communications related to the claims, according to officials. If more evidence is found, the effort could lead to a criminal referral to the FBI, according to Just The News.

The declassified document is said to be a summary of raw intelligence intercepts that U.S. agencies collected in late 2022. Officials who looked over the information said that the claim didn’t seem to get much attention from the government at the time.

Officials say that Gabbard’s team has not found any proof that the claims were fully looked into during the Biden administration. Those officials also said that the intercepts are not thought to be connected to Russian efforts to spread false information.

The summary says that the supposed plan included using foreign aid channels as a way to get political support. The report says that Ukrainian officials and unnamed U.S. personnel working for USAID in Kyiv talked about funding an infrastructure project that would be used to hide the movement of money.

The summary said, “The Ukrainian Government and unspecified U.S. Government personnel, through USAID in Kyiv, reportedly developed a plan that would provide hundreds of millions of U.S. taxpayer dollars to fund an infrastructure project for Ukraine that would be used as a cover to send approximately 90% of funds allocated to the DNC to fund Joe Biden’s reelection campaign.”

The report went on to say, “They were sure that the project would be funded at first, even though it would eventually be deemed unnecessary.” “At this point, the money would have already been set aside and couldn’t be used for anything else.”

The summary said that the supposed plan relied on layers of subcontractors to make it hard to follow the money. Officials said that the intercepts mentioned two American subcontractors, but their names are still blacked out in the declassified version.

“The plan included details on how U.S. companies would pay subcontractors, making it hard to keep track of where the money went and how it was spent,” the report said. “Also, contracts would be signed that would be hard to check.”

The claims come at a bad time for Ukraine because President Volodymyr Zelenskyy is still talking to people sent by President Donald Trump to try to end the war with Russia. Even though it still gets help from the West, Ukraine has been under a lot of scrutiny because of concerns about corruption.

The report also brings back more general political scrutiny related to Biden-era Ukraine-related scandals. Some of these are Republican worries about influence peddling and things Biden did late in his presidency, like a wide-ranging pardon that included his son.

Officials said that the main question now is why the allegation didn’t lead to a stronger federal response when it first came to light. If the current review finds more evidence, the issue could grow into a full investigation into how foreign aid money is handled.
